About Fenella Collins MRICS

Fenella Collins is the CLA’s Head of Planning based in London. Her role is to provide advice to CLA members and to research, develop and promote CLA policy across planning issues as they affect rural areas, and designated areas too. She is responsible for developing and maintaining good working relationships with relevant government officials as well as evaluating and responding to national consultations relating to the planning system. Fenella’s particular policy challenge is to devise more flexible planning polices for rural areas to provide for the needs of rural businesses and communities whilst at the same time improving the natural environment.

Rural businesses are facing profound changes from Brexit but also from the Covid-19 emergency. There are new expectations and perceptions about what the countryside is for and the nature and make-up of the rural economy. This seminar will provide an overview of the CLA’s Rural Powerhouse planning policy report as well as an assessment of the Government’s planning white paper and what this means for rural businesses.
